**Re: Freedom of Information Act Request — Crash and Incident Records, Apple Road / Willa Road Corridor**

Dear Records Coordinator,

Pursuant to the Delaware Freedom of Information Act, 29 Del. C. § 10001 *et seq.*, I request the following public records from the Newark Police Department:

**1. Motor Vehicle Crash Reports**

All motor vehicle crash reports (DelDOT Form CR-1 or equivalent) for crashes occurring on the following roadways within the City of Newark, from January 1, 2010 to present:

- Apple Road (including the intersection with Willa Road and the intersection with Elkton Road / Route 2)
- Willa Road
- Dallas Avenue (between Apple Road and West Park Place)
- West Park Place

Please include crashes involving pedestrians, bicyclists, or school-age occupants, and all crashes regardless of injury severity (including property-damage-only).

**2. Pedestrian and Bicycle Incident Reports**

All incident or accident reports involving a pedestrian or bicyclist on the above roadways or within 500 feet of West Park Place Elementary School (1 Apple Road, Newark, DE 19702), from January 1, 2005 to present.

**3. Crash Summary / Location Data**

If the Department maintains a crash database, GIS layer, or summary table of crash locations, please provide the relevant extract for the above streets or for the geographic area bounded by Elkton Road (Route 2) to the south, Paper Mill Road to the west, Main Street to the north, and Prospect Avenue to the east, for the period January 2010 to present. A redacted summary table (location, date, crash type, severity) is acceptable in lieu of individual reports if individual reports are voluminous.

**4. School-Zone Enforcement Records**

Any speed enforcement data, citations issued, or enforcement action summaries for the school zone on Apple Road in front of West Park Place Elementary School, from September 2015 to present.

**5. Communications with City Traffic Engineering or DelDOT**

Any written or electronic communications between the Newark Police Department and the City's traffic engineering office or DelDOT referencing crash patterns, pedestrian safety concerns, or requests for traffic control measures on Apple Road or Willa Road, from January 2010 to present.

**Redaction**

I understand that personally identifiable information about private individuals involved in crashes (names, addresses, driver's license numbers) may be redacted under 21 Del. C. § 314 or other applicable law. Redacted reports are acceptable. Please provide all other fields, including crash type, location, date/time, contributing factors, weather, and injury severity.

**Format**

Please provide responsive records in electronic format (PDF or CSV) by email or download link.

**Fee Waiver**

I request a waiver of any search or copying fees. This request is made in connection with non-commercial civic research into pedestrian safety near a public elementary school. Disclosure will contribute to public understanding of crash patterns in a school-zone corridor, and is not primarily in my commercial interest.

If a fee waiver is denied, please notify me before incurring charges exceeding $25.

**Severability**

If any portion of this request is denied, please process the remaining portions and provide a written explanation citing the specific statutory exemption(s) and applicable appeal rights.
