Safe Routes to School (SRTS) is a federally-recognized program to make walking and biking to school safer. West Park Place Elementary has no SRTS application on record despite being identified for the program in the 2022 WILMAPCO Active Transportation Plan. This map is the first step toward fixing that.

Uncontrolled. No crosswalk. No school zone signs. Bus struck car here May 2026. School entrance intersection with no protections.
Apple Rd / Elkton Rd
LOS F (projected). 78.9s average delay. 28,734 vehicles/day. No pedestrian crossing on the most direct route from the north.
Willa Road — flood zone
Sidewalk floods regularly. Forces families onto Apple Road — an arterial with no shoulder or sidewalk — to reach the school.
S. College / West Park Place
LOS E projected. 49s average delay. Students walking from the east wait 60+ seconds — the MUTCD "excessive delay" threshold.
NEC rail / Apple Road area
At-grade rail crossing north of Elkton Rd junction. No pedestrian crossing markings. Casho Mill crossings (FRA 908562H, 140733E) have no active warning equipment.
Apple Road Sidepath — unbuilt
$609,391 TID-funded sidepath project has an executed agreement but has not been built. Kids walk in the road.
